I have had this happen in the past when taking over accounts from other website designers. As long as the client has no financial obligations to the old web designer the web designer must allow for transfer to take place. The "correct" way to register a domain name for a client is to make them the registrant and your company or yourself the administrative and billing contact if you performing website work for that client. In my experience doing this will eliminate billing and payment issues as well as transferring issues later on. Keep a record on file and copy the client with the activation e-mail. If you are honest and perform good work the client will return to add additional hosting and domain name renewals through you. If they do desire to change web designers this is a good opportunity to speak with them about their decision to leave.
